Has anyone purchased black wheels for the Spark EV? I would like some that require 0 modifications in order to fit. Does changing the wheels have any impact on the regen braking?

Spray paint or spray 'Plasti-dip' the original wheels?
Wheel choice or color does not effect how the car operates.
 
It's not cheap, but it's the only way to put a coating on aluminum that is durable and really sticks to the metal.

I spent the time to sand down my new (used) wheel's old paint, clean and degrease, then multi-coat with rattle-can primer and paint. I saved money, sure, but for the time I put in I wish I had them powder coated. I thought I did a really good job, but I've never had paint fleck off a surface like this, but I've also never painted aluminum. Very disappointing, but lesson learned. Oh well, they're my bargain wheels for my cheap-o EV.
