This would solve a lot of the chicken or the egg problems with EV adoption. Even if home charging is practical for a buyer, feeling tethered to the home charger holds a lot of potential buyers back. Pushing the cost on to rate payers is very questionable considering it would represent a tax on all consumers for the benefit of the small community of EV owners, and of course the environment.

This biggest restriction I would place on PG&E is preventing them from extracting profits from the charging network until both the utility and the state regulators agree the market has reached saturation. By that point the reinvestment will have generated enough public infrastructure to make the cost to the public acceptable. The rate they pay themselves for the electricity will also be a fuzzy point.
