Powered OFF but still Powered ON?

Here is a question for you Spark EV electrical experts: When you activate the parking brake, power off the "BLUE POWER" button, exit the car and lock it, what electrical systems remain active? A OBD-II tracking device I am testing has been showing the car idling for 3 to 5 minutes after I have completely powered down, exited, and locked the car. This does not happen on every trip. The device should actually detect the powering off of the car at the end of a trip. However, it is seeing something electrical it interprets as an idling event and it is not terminating the trip correctly. Any ideas?

Are there any Spark EV drivers in Oregon who are participating in the OReGO program and who are seeing this too?
 
I'm just wondering why anyone with an EV would participate in OReGO? You're certainly not going to get the gas tax rebated.

Would you want to pay their $.015/mile tax, along with all the other taxes that are already levied on electricity?

Curious as to motivation - fill us in, please.

Taxes on electricity do not pay anything for construction and maintenance of our highways - gasoline taxes are supposed to. Politics aside, higher average MPG efficiency of the light vehicle fleet in a state like California means fewer gallons of gasoline sold which means fewer funds available for highway construction and maintenance. You do not have to look very far to see the poor condition of some of our highways

Don't get me wrong. I like not paying for gasoline and that was a major factor in buying my two Spark EVs. My gasoline bills for the last year amounted to almost nothing! But..... I drive on the same roads as ICEs and my EV damages the highway infrastructure like the ICEs. As more and more drivers move into high-mileage vehicles, the gasoline-tax funds for construction and maintenance of our highways will decline further. To be fair to all other drivers, I should pay my fair share. That is why I volunteered to participate in the California Road Use Charge Pilot Project. I want to know how it will work. What I have seen so far is quite fair to ALL drivers - ICE, PHEV and PEV/BEV! At some point all PHEV and PEV/BEV drivers are going have to pay their fair share. It will be through a $/mile fee or DMV assessments and fees. But, we WILL pay!

In 2015, Oregon started a limited Road Use Charge program where up to 5000 drivers could volunteer to participate in a real-money test of the OReGO program. About 1000 drivers have volunteered so far.

BlueTooth is still active even though the audio system isn't.
BT has captured my iPhone when in proximity of my car and having a conversation. They could hear me but I couldn't hear them.
 
Sounds like you're describing Retained Accessory Power. Read about the specifics in your service manual if you need a better understanding.
