Do I use the same coolant for the high voltage reservoir that is used in the TPIM, APM, and charger reservoir? (Which is 50/50 Dex-Cool) My owners manual doesn't specifically say anything about it other than "The high voltage battery coolant should only be serviced by a qualified technician" Which to me sounds like the coolant is something special that I can't purchase, and that Chevy needs to fill the reservoir for me. :(
 
Don't worry about it and don't add coolant until you live with it through hot and cold weather.
The levels vary by temp. And the 'Normal' line is there as a reference.

Mine is >60k miles and coming up on 5 years old and I have never touched any coolant reservoirs.

Coolant does not go away without a reason. You should not have to 'top it up'.

That tamper-resistant ring on the battery TMS reservoir is there to keep owners from masking a serious problem if there is a leak in that circuit. You don't want coolant sloshing around inside the battery pack.
