Does anybody know at what temp the heating/cooling pumps turn on for the main battery conditioning?

Nope, but I can tell you running it on a day when its 110º will use about 12-15% battery power just on battery conditioning.

And when it's that dang hot you should have it plugged in as much as possible.
It uses 'Ground Power' to keep the battery at a happy temp and then the 'Battery Conditioning' power used while driving would be less.
I don't think the Spark EV uses battery power when unplugged to cool or heat the battery.
The Bolt will use battery power for TMS down to 40% SOC then it's just a Spark EV after that.....
 
Moi aujourd’hui`hui a Montréal a 40 degré Celsius mon auto a arrêter en roulant. 30 km autonomie.
Apres la charge 103 km, j`ai pas fait 1 km et il as descendu a 75 km

Me today in Montreal at 40 degrees Celsius my car stopped while driving. 30 km autonomy.
After charging 103 km, I did not do 1 km and it went down to 75 km
