I have the peeling decal problem on both my 2014 and 2016 Spark EVs. So... I tried peeling off the decals on my 2014 Spark EV. Wala!!! The decals came off cleanly with just a little effort and patience. The car still looks great.

UPDATE: My 2014 Spark EV started having problems recognizing my keyfob. I suspected the 12 volt battery so I charged it for about 20 hours using the charger I mentioned above. So far, no problems.

You probably have a newer list of Bolt PIDs than I do. The list I use was provided years ago by Sean Graham and my list does not give a PID for battery capacity expressed in amp-hours but does give it as kWh (!Battery Capacity) and this is what I use to monitor my 2014 and 2016 Spark EVs.

I charge my 2016 Spark EV at both EVgo and Electrify America locations and I have never had charging stop at 80%. Instead, I usually charge to 90% and then disconnect.

It is a guess on my part. From 14k miles to 28k miles and 124 charging entries, my data shows a very linear straight-line decline in battery capacity as measured by TorquePro. Then, from 27779 to 30015 miles and 6 recorded charging sessions, my battery capacity has flatlined at 14.3 kWh.

Sure sounds like the technician was referring to the 12 volt battery which is rated in AH (amp-hours). The LN1 12 volt battery is rated at 44 AH. The HV battery is 400 volts DC and is rated at approximately 21kWh new. Something is not right!!
