I was browsing ebay for spark parts and I found this orphan

People move? It might sell for a premium there (hence profit motive)?

There are lots of Toyota Rav4 EV's outside of California (like Spark EV, it is a pure CARB-ZEV compliance only car). Toyota also pulls a lot of stunts to make out-of-state ownership as painful as possible:

1) not paying for repairs under warranty
2) not paying for service under ToyotaCare
3) instructing dealers not to even touch the car
4) denying incentive financing

Someone correct me if I'm wrong, but if the Spark was originally purchased in California and the buyer received his or her $2500 rebate check from the state, I think California will want a pro-rated amount of the money back. If I read the fine print correctly when I applied for my rebate check, I have to keep my Spark for three years in order to keep the full rebate. If I sell or trade the car within 36 months, I have to give back a pro-rated amount of the money.

How California will know the car has been sold and where the original owner is now I have no idea. Perhaps the DMV was smart enough to set up a tracking system to counter those who planned to buy the Spark, reap the Federal tax credit and the state rebate, then sell the car for a sweet profit. (Don't laugh, it could happen.)

There have already been Chevy dealers busted on this when the Volt was new.

Yes, DMV reports registrations and if your car isn't on the list, you owe money.
