Where did 130hp come from?

So I've been reading about the Spark EV a lot and about half the sources I find say it has 130hp. Chevy's site says it has 140hp, so I take that as the real/official number. Has anyone else noticed or wondered about this?
 
Basically, 140 hp is the actual output of a production vehicle. The motor is rated at 105 kW, which is 140 horsepower:

I'm not sure where 130 hp came from, I assume it was some dated material before they finalized the performance as part of the development process. This is typical with any powertrain, where the early estimates and the final production power output are usually similar but not the same.
